Lahaina Harbor Access

In coordination with state updates to its Lahaina Small Boat Harbor, certain County of Maui streets in Lahaina town near the harbor reopened for daytime (8 a.m. to 6 p.m.) access on Dec. 15, 2025. These streets had been closed and under repair since the 2023 Maui wildfires.

Motorists are asked to observe new signage and parking rules in the area. Please note, no Lahaina town businesses or historic sites, including Banyan Tree Park, are currently open to the public due to ongoing repairs. The town’s electrical grid is still being restored, and streetlights have not yet been replaced. For public safety, the area will close at 6 p.m. daily until infrastructure restoration is complete.

Additional parameters include the following:
  • Parcel must be located within the Lahaina Disaster Area
  • Maximum cumulative square footage of 7,500 square feet for all structures being proposed
  • Parcel must be located entirely outside of the erosion hard line (shoreline setback line)
  • Parcel must be located entirely outside of County Historic Districts 1 and 2
  • Parcel must be located entirely within Flood Zone X or XS.
  • If a parcel is located within the National Historic Landmark District (NHLD), it must conform to the design standards of the NHLD and each structure is limited to 3,500 feet.

Harbor Operations

Beginning Dec. 15, 2025, pier access at Lahaina Small Boat Harbor resumed for daytime commercial use only, operating from 8 a.m. to 6 p.m. 

  • Access: Only commercial operators with valid permits from the state Department of Land and Natural Resources (DLNR) Division of Boating and Ocean Recreation (DOBOR) are authorized to operate from the harbor.
  • Power: Electricity has not yet been restored; therefore, harbor activities are limited to daylight hours.
  • Facilities: Water service and comfort station repairs have been made and are operational.
  • Harbor Office: Administrative services continue from the temporary trailer office located at Mala Boat Ramp until reconstruction of the Lahaina Harbor Office is completed in 2026.

Access and Parking

The County of Maui’s Office of Recovery has contracted a security and outreach team for visitors in the Lahaina Historic District, to provide directions, assistance and behavioral corrections as needed for the safety and integrity of the district. Motorists are asked to observe new signage and parking rules in the area.

Public access is permitted within the Historic District between 8 a.m. and 6 p.m. Vehicles may drive in from the Shaw Street Access Point on Front Street only.

The following parking guidance is in effect:

  • Free three-hour parking in two County lots off 500 Front Street (corner of Shaw and Front streets) and 116 Prison Street (corner of Prison and Front streets). Visitors utilizing the harbor should park in the 116 Prison Street lot, where they will then be escorted by tour operators to the harbor.
  • Street parking along Front Street remains prohibited.
  • Fifteen-minute active loading and unloading zones allowed along Wharf Street.
  • Pedestrian and ADA-compliant pathways lead to the loading dock and ferry terminal.

Public access (driving only, no parking) is allowed from 8 a.m. to 6 p.m. for the following Lahaina Harbor streets:

  • Canal Street
  • Wharf Street
  • Hotel Street

Closed areas

The following areas remain closed:

  • Banyan Tree Park, until safety hazards fixed
  • Papelekane (Library), until further notice
  • Former Kamehameha III school lot, until further notice
  • Pākala (Kamehameha Iki Park), until further notice. Beach access to Breakwalls will remain open.
  • Malu Ulu o Lele, until further notice.

Closed or protected areas are fenced and labeled as off-limits. The public is asked to stay off private properties and remain on the pedestrian route, which will be marked by signage.
