The County of Maui Department of Management will hold a public hearing on Wednesday, Oct. 7, 2026, from 5 to 7 p.m. to receive public input on proposed new rules governing the administration and management of County grants.
The hearing will be held at the Velma Santos Community Center, 395 Waena Street, Wailuku, with an option to participate virtually through Microsoft Teams.
The proposed rules establish a consistent Countywide framework for administering grants under Maui County Code Chapter 3.36. The goal is to strengthen transparency, accountability and consistency while creating clearer expectations for County departments, grant applicants and grantees.
The proposed rules address areas including:
Grant application procedures and timelines
Fiscal sponsorship
Grant submission requirements
Insurance and indemnification
Recordkeeping and financial documentation
Quarterly and final reporting requirements
Grant payments and reimbursements
Allowable administrative, travel and conference expenses
Equipment purchased with grant funds
Grant monitoring and evaluation
Procedures for addressing noncompliance
The rules would apply Countywide to departments and agencies administering County grants, as well as organizations and individuals receiving County grant funding.
