Hoʻokumu Hou encompasses all of the County of Maui’s recovery programs funded by the $1.6 billion in federal Community Development Block Grant Disaster Recovery (CDBG-DR) funds appropriated for the 2023 Maui wildfires, with a focus on housing initiatives intended to help wildfire survivors receive the means they need to stay, or return, home.

What is the DHS Disaster Case Management Program?

• The DCMP connects survivors of disasters with specially trained Disaster Case Managers (DCMs) to help assess and address their needs through a disaster recovery plan, which includes resources, decision-making priorities, providing guidance, and tools. The DCMs act as a ‘quarterback’ to help survivors navigate their recovery.

Who Qualifies?

• DCMP services are available to all survivors who were impacted by the Maui wildfires for the next 2-5 years, regardless of FEMA eligibility or application status.

• Since November of 2023, the Disaster Case Management Program has provided specially trained Disaster Case Managers (DCMs) to survivors of the Maui wildfires. 
• These DCMs act as ‘quarterback’ to help assess and address survivors’ needs through a disaster recovery plan, including resources, decision-making priorities, providing guidance, and tools. The efforts of the DCMP have helped connect survivors with community resources to help meet their needs, including temporary and permanent housing solutions, mental health services, food, transportation, utility assistance, and relocation referrals.
• As of June 2025, the DCMP has assisted more than 6,500 survivor's total. There are currently more than 1,600 active cases serving approximately 4,000 individuals. To date, the value of the services the DCMP has helped provide is more than $136 million.

• Assisting residents with applying for Disaster Recovery Building Permits for alterations, repairs, reconstruction, and new construction in areas affected by the August 2023 Maui wildfires.
• Processing and expediting permits for owners seeking to rebuild in fire-impacted areas of Lahaina and Kula.
• Expedited permitting process, acting as the first point of contact for the public.
