Overview

The County of Maui Housing Navigator Program (HNP) provides ongoing support for wildfire-impacted Maui families, from disaster recovery to housing stability through rental assistance, housing navigation, case management, and individualized support.

As of Oct. 1, 2026, the State’s Disaster Case Management Program (DCMP) has transitioned to the HNP.

This program walks alongside Maui wildfire-impacted residents, providing the next step of financial support, resources and individualized guidance needed to help families move toward long-term housing stability.

The County has selected BDO to administer the HNP. Maui Economic Opportunity (MEO) will conduct initial eligibility reviews, and Hawaiian Council will provide the Housing Navigator team. Together, these organizations will deliver services under the County’s new program.

Program Transition

Beginning Oct. 1, the Housing Navigator team will contact households enrolled in the State’s DCMP. All current participants are expected to be contacted by Oct. 23 to discuss their needs, explain what may change and answer questions.

A participant’s case manager may change. Once assigned, a Housing Navigator will become the household’s primary point of contact and work with the family to develop an individualized Housing Recovery Plan. A navigator will also attend the household’s next FEMA recertification meeting scheduled on or after Oct. 1. Information needed to support a household’s recovery may be transferred in accordance with applicable privacy and confidentiality requirements.

If you are currently participating in the State’s DCMP, your documentation will be transferred to the Navigator Program. During your first meeting, the program navigator may ask for verification of documentation that may be required to participate in housing navigation services. Examples include:

  • Property tax record showing tax exemption due to fire destruction
  • Driver’s License or State ID
  • Lease showing destroyed property address at the time of the fire and participant name
  • Utility bills, bank statements, credit card statements
  • FEMA or SBA award letter referencing fire and applicant name
  • Income Documentation*

*Participants will not be disqualified based on income; income documentation is only received to assist in budget planning through housing navigation services.

New Enrollment

Wildfire-displaced residents who were not enrolled in the State’s DCMP but still need housing support may contact the Housing Navigator Program to discuss their circumstances and learn what assistance or referrals may be available.
